The 1933 Montevideo Convention outlines the requirements and needs to create your own country.
Your country must have the following:
1) A permanent population
2) A defined territory
3) A government
4) The capacity to enter into relations with other states.
Get those things together (and some way to defend it), and you’ve got your own private nation.
