In 1991 Congress added steroids to the Controlled Substances Act (CSA). Since then, possessing illegally obtained AAS merits a maximum penalty of one year in prison and a minimum $1,000 fine for first-time drug offenders.
The maximum penalty for trafficking is five years in prison and a $250,000 fine for first-time offenders.
