THE HISTORY OF CIVIL SERVICE IN THE PHILIPPINES

The civil service in the Philippines dates back to the Spanish colonial period, but it was formally established during the American occupation. The Philippine Civil Service was officially created on September 19, 1900, with the enactment of Public Law No. 5, which aimed to provide an efficient and merit-based public service. Over the years, the system evolved, with significant reforms implemented to enhance transparency, accountability, and professionalism in the government workforce.
