There are three general classifications: Asylum seekers, refugees, and economic migrants. The British Red Cross defines a refugee as follows:
ASYLUM SEEKERS
Asylum seekers flee their homes and arrive in another country, whichever way they can.
Makes themselves known to the authorities
Submits an asylum application
Have a legal right to stay in the country while waiting for a decision.
In 2018, the UK received applications for asylum for 37,453 people (including dependents), while Germany received 162,000, France 110,000, Greece 65,000, and Italy 49,000.
REFUGEES
Refugees have proven that they'd be at risk if they returned to their home country.
The government accepts their asylum claim.
They can now stay long-term or indefinitely.
Refugees have a right under UK and international law to bring their immediate family members to join them.
ECONOMIC MIGRANTS
An economic migrant has moved to another country to work.
They may be living there legally or illegally, depending on how they entered the country;
May or may not have a legal work permit.
